Is there a way to only show an app in the nav_bar to certain users?
More specifically, I'd like to completely hide the icon in the nav_bar unless the currentUser meets particular specifications. Is this possible?

Yes
Apps can be assigned by Roles or Groups.
1. Create a group
2. Put users in it
3. Go to the settings page of the App
4. Mark the Enable Group Restrictions checkbox
5. Add the newly created Group into the field
6. Hit save and ask users to logout and restart browser
