I would like to ask that whatever chats that are getting created using POST API, who have access to get the details of created chat history.

In general though, only administrators can use the Chat API to list chats, however if the chats are converted to tickets, then the chat history will be visible in the ticket and any agents who have access to view those tickets. If you could provide the full picture of what you're looking to accomplish, I should be able to point you in the right direction!
