How to reply to specific email address in zendesk ticket using rest api

I have urgent query regarding zendesk api.
I need to send replies to specific tickets and to specific email addresses in the "To" field but using the zendesk api.How can I do using the zendesk api ?
If not , then can we do using the web interface of zendesk?
 
I checked the ticket update api but that does not specify "to" email addresses in payload.
Pls advise  very urgent
