It works via mentions. Please take a look at -> Using @mentions
1) For example - I get tagged in an internal note:
2) And received mention notification like "You were mentioned on tickets ____":
3) Then you should check a view where you were mentioned.
In my case, I have created a view using this 3rd party app - Follower View - https://www.zendesk.com/marketplace/apps/support/282379/follower-view/
