I am in the process of defining and creating a number of new ticket forms and associated fields and after creating a few manually I wondered if there was a way in which I could either bulk create/upload Forms and Fields or at very least just create the fields via an upload thus making Form creation a little easier.

You can upload drop down and multi select field types values when initially creating the field. See details here.

Thanks for your reply, already doing that where needed but looking for a way to create a lot of fields of forms in bulk rather than field options.

You can use the API to create ticket fields and forms. But that requires some development knowledge rather than just using a CSV upload skill set.
If you are not familiar with API tools, creating the items manually is probably a better route.
