Typing notes on tickets not working

I have a user that is not seeing anything when typing private/public notes. He can type and submit notes, but the text does not display in the box while he is typing. He has tried multiple different browsers, cleared cache and cookies, and incognito mode, and it is still happening. Any other suggestions? Thanks!
