Pre-created Users' emails not showing as associated with user when pasted into Requester field of new tickets

Hello, I have an periodic issue with pasting a User's email address into the requester field of new tickets. Typically, ZD finds the user quickly and displays their information. However, I occasionally get a bug where the ticket does not find any user associated with the email, so it prompts me to create a new user. Once I try to create the new user, I get the error message stating that the email is already in use with another user. 

Why is this happening? It's like the ZD system only occasionally finds users with the email, and frequently prompts me to create a new user for their email even though it's already in use. 

I'd love to get to the root of the issue. Workarounds are already understood. Thanks!
