Need to adjust frequency of sending out surveys (not on every closed ticket)

We have some customers that will enter tickets multiple times a day. Getting those extra emails for a survey after EVERY ticket is a burden for them.

We would like the ability to do something like only have a survey send out once a day, or once a week for customers or the customer gets a survey once in every 5 tickets entered.
