It seems we can select components that are not available for inclusion in layouts. Perhaps a (coming soon) label for these components?

To confirm the scenario so we can try to replicate it on our side, you were able to place Side Conversations and Intelligence into a layout when your Zendesk instance doesn't have these features enabled? Or does this occur when you toggle Side Conversations / Intelligence on and off from the context panel settings after having placed it within a layout?
