Chat License Not Matching Purchased Chat License

Hello, we purchased 20 chat license. When adding agents under chat it shows only 8 license available. 

 

Any idea what the purchased amount does not match the available amount. This is preventing me from adding all of my agents.

Thanks...I have tried to talk to you customer care team via chat...I have been waiting over an hour.  Is there a better or faster way?
