Is it possible to create a trigger or automation that will create another Ticket with the properties?

Assignee solves a ticket.  Ticket meets X criteria then a new ticket is automatically created which will be placed on hold as a reminder to call a customer. 

Is it possible to create a Trigger or automation to o this?
