In Ticket fields, I need to understand what "editable for end users" means, This is for the "submit a question form". For this field I already have a drop down selection of text, and as long as the end users are limited to that list it's ok. But I do not want them to be allowed to type their own in.

In the case of a dropdown field, making it end-user editable only allows them to select from the list of options you define. They cannot enter their own values.
The only field type that will allow for the user to enter anything they like is if you make a Single or Multi-line text field End-user editable.
