I would like to add some static text to some of our Zendesk ticket forms (tooltips) essentially, to inform Agents of ways to search for requester via tags, custom fields, etc. Is this possible?

There's no way to add static texts/tooltips to ticket forms on the agent interface.
I can suggest using the Notification App which lets you broadcast, and even pin, message(s) for agents in your Zendesk account. Here's a link to the app to know more: Notification App .
