Update border color around sections

Hello,

Can someone help me please, I am trying to change the colour around my sections on my front page from white to the color below but it keeps default back to white.

I adjusted my CSS to update the border color but it does not change. For example I put yellow on the below reverts back to white.

.blocks-item {
 border: 1px solid yellow;
