We're looking to reorganize our Support Center to take advantage of sub-sections. We'll be creating new categories, deleting old ones, adding new sections and subsections. We'd like to prepare the new hierarchy offline and enable it once complete, similar to what can be done with Themes.

Not that I can think of. The Help Center API can be used to perform operations on Sections, and there may be some apps available in our Apps Marketplace that may be of use.
