In the Admin center I have the option Anybody can submit the tickets enabled. Does this work only for requests which are submitted via email or does it work for forms as well. If it works for form as well, how would I do it, because right now on the help centre URL I do not see a submit a request, and it shows up after the login

The feature to hide the submit a request button is not natively available in Zendesk. It's possible that it was hidden on your Help Center by using custom codes. You can check this post for a quick overview. Please be reminded that we don't directly support the use of custom codes.
