How can we allow all signed-in users to access the Help Center (ZD Guide) but only selected users to view/open service tickets? Guess I'd like another Access option like "Can't access tickets / Help center only". Is there any way to implement this?

what you are referring to in your Screenshot is to restrict Ticket access as described here:

To restrict access to the Help Center, you could create user segments:
