Hi, I am using the Help Centre to create an FAQ page and am now trying to also create an announcements page as a custom page. I was wondering whether it is possible to use create this custom page from a new category (with its own unique sections) and articles that I can simply 'add' articles to this custom page via the zendesk arrange articles. For example, I want to create a custom page for the 'Announcements' category as shown below so that I can add articles the same way I create articles for my FAQ.

Custom pages are unique, custom pages that exist outside the Category/Section/Article hierarchy, so you wouldn't be able to access it from the Arrange articles page. For your purposes, it'd probably be best to create an Announcements category & associated sections.
