Is there a way that I can add an element to a Guide page which would show all open tickets for whoever is viewing the page.
The page I have been asked to work on contains elements such as texts, links and images and the final ask is the above.

There's a New Request Lists Experience currently in beta that I think will get you what you're looking for.
I would recommend taking a look at this article: Using the new request list experience in the help center customer portal (Beta)
Keep in mind you need to be on Suite Growth or Guide Professional to have access to this functionality.
