Judging by the system behavior the chat dashboard should not be able to be viewed by the agents as I am seeing that most agents can also view the agent list. There should be additional custom roles that need to be added in this as well.

 

As an agent that agent list below the settings tab should not be visible and there should be the extra role for that in the role section as well.
