A different article author user can update another author's article

We have a situation where Agent X owns/authored a published article.  Agent B decides to update the article.  Agent B can update and republish the article without any notification to the owner/author of the actual article.

Shouldn't there be some type of notification that is sent to the author to 1) not only know that changes are made but 2) given the right to approve or reject the changes on his/her article.

Use Case.  Agent B makes the changes (a new version of that artticle) but the changes cannot be published unless Agent X approves them.  If rejected, the version of the article is deleted.
