Is it possible that When a new starter form comes into Zendesk that it creates an Active Directory account, assigns a licence email address etc?

We don't have any native feature to support your use case. The closest one I can find is a third party app in our Market Place that will allow your admins to create AD users in Zendesk. Please remember, that this kind of apps have their own support outside of Zendesk.
