You may be able to use the attribute Update ticket status to see all the priorities the ticket was set to during its lifetime. If you slice the data on Updates or Tickets updated by Ticket ID and by Update ticket priority then you'll see the different priorities. By default, the priority values will be listed from Low to Urgent. You can reorder the values (through an ordered set) so that Urgent will be displayed on top of the list and Low at the bottom.
