I cannot figure out how to create a report that will show the sum of a custom number field metric and only add tickets once not multiple time. The reports keep summing the same ticket ID multiple times so my sum is not accurate! In the photo - my calculated metric i am using to SUM is the last column - stops affected.

Possibly you're creating your report in the Ticket Updates history dataset?
I would use the Tickets dataset for that - so what is counted isn't the number of updates, but the number of tickets.
